This section describes how to register a Letter of Conformance for both Lubricant Marketers and Base Stock Manufacturers. The requirements that need to be satisfied before you can register are explained in the ATIEL Code of Practice (CoP).
The European Engine Lubricants Quality Management System (EELQMS) is an overarching quality management system that embraces various standards, test methods and procedures, along with industry Codes of Practice and the requirements of the ACEA European Oil Sequences. It is administered on behalf of the stakeholders by ATIEL.
Participation in the EELQMS implies a commitment to develop and manufacture those engine lubricants for which compliance with ACEA European Oil Sequences will be claimed, or to have such engine lubricants developed or manufactured by third parties in accordance with the guidelines described in the Code. It also implies a commitment to ensure an independent audit of the development and manufacturing process. These commitments are made in a Letter of Conformance issued by the participating entity to ATIEL.
Lubricant marketers can only validly make claims against the ACEA European Oil Sequences after the registration process for the Marketers' Letter of Conformance (LoC) has been completed and the applicant has paid the registration fee. The registration process is described in the "Registration and Product Survey" section of this website.
To initiate the registration process each applicant must complete the Registration Form. If your company registers for the first time, you will also need to submit a "Letter of Conformance" duly signed. Companies renewing a current registration do not have to submit a new Letter of Conformance provided they register the date of the last Letter in the Registration Form.
Please note that SAIL will only process fully completed Registration Forms and duly signed LoCs. Incomplete submissions will not be accepted.

Open listBase Stock Manufacturers may sign a Letter of Conformance declaring that they manufacture base stocks in accordance with the ATIEL Guidelines for Base Stock Manufacturers' Assurance which is described in Appendix B of the ATIEL Code of Practice. Signing the Base Stock Manufacturers' Letter of Conformance implies a commitment by Base Stock Manufacturers and partner groups to the quality assurance guidelines for the manufacture of base stocks to be used in engine lubricants for which compliance with ACEA Oil Sequences is to be claimed.
Base Stock Manufacturers signing this letter shall ensure that all elements of the Guidelines are fully implemented from the date of signing the letter.
Base Stock Manufacturers may sign a Letter of Conformance declaring that they manufacture base stocks in accordance with the Guidelines for Base Stock Manufacturers' Quality Assurance given in Appendix B of the ATIEL Code of Practice. They can only make these claims after the registration process for the Base Stock Manufacturers' Letter of Conformance has been completed and approved by SAIL.
